Florida's Citizens Property Insurance Corporation was created as an insurer of last resort — a safety net for homeowners who couldn't find coverage in the private market. But with its policyholder count soaring past 1.3 million in recent years, Citizens has been on an aggressive mission to shrink its book of business through what's known as the depopulation program.
Under the program, private insurers submit offers to Citizens policyholders. If a private carrier offers coverage at a rate within 20% of your Citizens premium, Citizens can automatically transition your policy — even if you don't actively choose to switch.
This means you could receive a letter saying your Citizens policy is being transferred to a private carrier you've never heard of. It's legal, and it's happening to tens of thousands of Floridians every quarter.
Not necessarily. Some of the carriers taking on depopulated policies are solid, A-rated companies. But others are newer, less capitalized carriers with unproven claims histories — and the replacement coverage may not be identical to your Citizens policy.
